The Protocol Reporter was developed
by the IAEA to assist
Member States in the creation and preparation of declarations pursuant
to
articles 2 and 3 of the Additional Protocol.
The most recent version (2.0), released in December of
2008, contains
several new features. It
is a desktop
(standalone) tool that allows users to systematically identify and
input data
on AP declarable activities and facilities as well as to prepare a
complete
declaration for submission to the IAEA.

The Protocol Reporter installation disc includes an excellent user’s manual that goes into detail about the features and functionality of the tool. Rather than repeat that information, this document will provide a broad overview of the terms and concepts associated with the Reporter and provide an abbreviated reference on how to perform some of the most commonly used functions.
