Complementary Access
Complementary Access (CA) is a verification tool and a routine aspect
of implementing the Additional Protocol (AP), and allows the IAEA the right to go to certain
locations in a State. Articles 4. to 10. address the provisions
and justifications for CA. The IAEA exercises CA on a
selective basis. CA is not a right to go anywhere in a State
for any reason whatsoever. There are procedures that the IAEA
and the State must follow prior to a CA visit. These
procedures include, in the case of a question or inconsistency,
communication between the IAEA and the State before the IAEA makes a
decision to conduct a CA, unless the delay would prejudice the purpose
of the CA.
Objectives of CA
- To assure the absence of undeclared nuclear material or
activities
- To resolve questions or inconsistencies with respect to
declarations under Article 2.
- To confirm the decommissioned status of facilities and
locations outside facilities (LOFs)
