The "Reasonable Effort" Provision
Under Article 5.a., the State must provide access to any location on sites, locations where certain nuclear material is kept, and decommissioned facilities and LOFs.  Under Articles 5.b. and 5.c, the State is not assumed to always be able to provide access to R&D locations, Annex I manufacturing activity locations, locations where Annex II nuclear equipment imports are kept, and locations not declared.  For the latter group, if unable to provide access, the State must make “every reasonable effort” to satisfy the IAEA requirements through other means.
